I am commanded by My Lords Commissioners of the

Admiralty to inform you that, owing to the extension of the

use of oil fuel in His Majesty's Navy, it has become necessary

to establish an oil fuel installation at Hong Kong.

All the possible sites for the erection of oil

tanks have been examined, and My Lords have come to the

conclusion that the most suitable one is the plot of land on the Canton Road at Kowloon, adjacent to the Naval Yard and Coaling Depot, and at present rented from the Colonial

Government.

This plot, which is about 34 acres in extent, is at present held on a rent of 350 dollars per month under Memorandum by the Governor dated 22nd September 1900.

Under the conditions of the Memorandum, the Admiralty are

under the obligation to use the site for the storage of coal, and for no other purpose, and the Colonial Government can resume possession by giving one Calendar month's

previous written notice.

Enquiries have been made by the Commodore at Hong Kong as to the price of this land if purchased outright, and he reports that the sum named is £21,500. My Lords, however, do not consider it necessary to purchase the property, and they propose that the Government of the Colony should be asked to agree to the site being used for oil fuel storage instead of for coal storage, and also to waive the restriction as to the resumption of the site at a month's
